The different audit report sponsored by the government revealed many irregularity and serious shortcomings in the management of the founds received by Togolese Football Federation (TFF) for 2013 CAN and the found allocated to the Directorate of primary and secondary education. ANCE-Togo requests the case to be brought before court in order to punish seriously all authors and accomplices of corruption acts.
Togo government sponsored different audit report on the management of found allocated to TFF for the participation of Togo to African Cup of Nations (CAN) in 2013 and the found granted to the Directorate of Primary and Secondary Education to construct school facilities. The results of these different audits revealed serious irregularities and bad management of financial resources allocated.
Case relative to the Directorate of Primary and Secondary Education.
The report of this audit provides summary of important financial resources received by the Ministry of Primary and Secondary Education from Togo government and gift from technical partners for the construction of school facilities. The report shows many irregularities in the financial management, including non-compliance of public spending procedures. In a communiqué issued during Ministers’ Council, no exact figures were provided, but only irregularities and bad management were mentioned. Instruction were given so that all suspects expenses and recorded deficit must be paid by implicated persons and be brought to court for punishment.
Corruption and embezzlement case noticed by the government and relative to CAN 2013 management.
Togo government presented the audit report on the management of found allocated to TFF to organize the participation of Eperviers (Togo football team) to South Africa 2013 CAN. The cabinet IIC run by Mme Nathalie Bitho who conducted the audit revealed that 628 968 737 of which more than 163 millions have not been identified. In these losses, it is revealed that more than 70 million FCFA were used to pay Jet Aviation group to hire a flight that should bring Togo team back after their elimination at the quarter finals, unfortunately such flight has never landed in Togo. The auditor mentioned difficulties she faced during the audit: lack of supporting evidences for many spending and services tracking. As a result, non efficient management led to these important losses.
The Minister of Sport Guy Lorenzo stated that « the government is not organizing impunity; measure will be taken to instruct the court to do its job ».
In a communiqué issued on the occasion by Dr. EBEH Fabrice, ANCE-Togo executive Director, he highly appreciated Togo government audit initiatives in government institutions. He therefore wishes such audit be conducted in all public offices and management units of governmental projects. Dr. EBEH is happy for the firm commitment of Togo government to bring this case in court for legal proceedings. Finally, he stated that the accountability in public affairs management is an important condition for good democracy and sustainable development. He shows his availability to support the government in it desire to punish financial crime offenders in court according to the law.
